Do you need a roof permit in Grain Valley?

Yes, Grain Valley’s city FAQ says roof permits are required and ice-and-water barrier must be installed. The permit decision belongs to the property’s jurisdiction and the actual work, including repair scope.

The city’s overlay wording needs care: it says “only one layer overlay is allowed.” That is not enough by itself to promise a specific total layer count for every covering and condition. The roof’s existing layers and the applicable code and product instructions still need to be resolved before an overlay is chosen.

Roof permit

The city FAQ says yes; ice-and-water barrier is required.

Overlay question

The phrase one layer overlay needs project-specific confirmation before a total layer count is promised.

Roof permits and ice protection

The city FAQ answers yes to roof permits, lists roofs among repair work requiring a permit and says ice-and-water barrier must be installed. Its residential code adopts the 2018 IRC with local amendments and marks ice shield underlayment required.

Repair classification

The residential amendment treats repairs of more than 10% of total roof covering within any three-year period as reroofing. It separately allows approved comparable materials for repairs of 10% or less. That technical distinction does not establish a permit exemption or require an entire roof to be replaced.

Commercial buildings

The separate IBC amendment contains a corresponding 10% / three-year covering threshold for buildings in its scope. One- and two-family residential rules should not be silently substituted for a commercial building’s requirements.

Tear-off and the city’s overlay wording

Tear-off removes existing covering and exposes the deck for examination. An overlay leaves that covering in place, so unsuitable material or hidden decay can remain beneath the new surface. Roof structure, existing material and attachment also matter.

The FAQ’s phrase about one layer overlay does not answer every total-layer eligibility question. The project needs confirmation of the existing layers, covering type and current city interpretation before an overlay is approved. We do not turn that phrase into a blanket one-total-layer or two-total-layer rule.

For the physical replacement work, see roof replacement. The permit is one part of planning a suitable assembly; it does not replace the assessment of the roof.

Grain Valley reroof permit fee calculation

The 2026 schedule

The city’s currently linked 2026 schedule values reroofing at $5 per square foot for fee calculation and applies a 0.8% reroof permit rate to that construction value. A separate minimum-permit row is $30. The $5 input is administrative valuation, not a price to install a roof.

A simple fee example

For a city-accepted 2,000-square-foot reroof area, the calculation is $10,000 valuation and an $80 base permit fee. The city determines accepted area, classification, minimum and any other applicable charges.

Separate review charges

The schedule lists plan review separately, including commercial review at 65% of permit cost and residential review at 40%. Those rows do not establish that every roof-only permit incurs a review charge. Scope-specific review and additional charges need city confirmation.
